Flood Risk Management Plans and Floodplain Management Planning

This web page offers helpful resources to get any community started on floodplain management planning. Flood risk management plans are simply described as a playbook for achieving resiliency from flood hazards. These playbooks are also called flood management plans, and the FEMA Community Rating System guidance and USACE guidance refers to them as floodplain management plans. Silver Jackets leaders believe the guidance from USACE and the FEMA CRS format can compliment the local or state hazard mitigation plans. Communities may also count their master plans among these flood risk management plans. Whatever the name, the essential parts are

  • Understand the flood risk
  • Document the process and the decision history
  • Get public participation, including engagement on the goals and identification of the best measures
  • Evaluate each measure, ensuring public understanding of each one and why selected
  • List the community's actions for
    • continuing the understanding of flood risk
    • pursuing the process and public engagement
    • identifying who will do what, and when

A clear plan establishes a sustained effort, which often takes years to thoroughly mature, and the plan endures employee turnover, as well as guides elected officials in prioritizing and developing a more resilient community.
